At Park, our expert opinion letters are provided by independent professors on university letterhead, and serve a wide variety of functions across visa types. For clients and beneficiaries, these include evaluating work experience, helping to align education and work experience with a position, responding to challenges, outlining the national importance of an endeavor, and a range of others.

Experience Expert Letter
The Experience Expert Letter is an evaluation from an independent expert, typically a college professor, that can be based exclusively on work experience credentials or on a combination of academic/experiential credentials. Our team will assign the evaluation to an appropriate expert in a field directly related to the candidate’s experience. Our professors look at how training, intra-office/position progression, and overall employment duties filled by the candidate equate to academic credit based on USCIS standards. These letters will be accompanied by the evaluating expert’s credentials which will typically include their resume and proof that that they have the authority to grant university-level credits based on experience.
In order to provide an Experience Expert Letter, we need the following documents:
Employment verification letters from prior and current employers including start and end dates for employment, job titles, and detailed job duties for each position. Alternatively, a detailed resume with the same information may be used.
All academic records, including university transcripts (aka academic history/marksheets), degree certificates, and certified translations if the language on the documents is not English.
NOTE: While our experts can rely on a detailed resume if necessary, the strongest form of documentation would always be employment verification letters with detailed job duties and exact dates (to the month).
H-1B and TN: Position Evaluation Letters
For H-1B and TN applications alike, our Position Evaluation Letters provide expert analyses to establish that a professional role meets the educational and occupational standards required under U.S. immigration and labor regulations.
H1B Position Evaluation: This letter argues that the position qualifies as a Specialty Occupation requiring at least a bachelor’s degree one or more related fields. This type of letter is typically used in response to a Specialty Occupation challenge on a Request for Evidence (RFE).
TN Position Evaluation: this letter argues that the position is properly classified under the appropriate USMCA occupational category.
To prepare a Position Evaluation Letter, we require a position summary or support letter detailing the job title, proposed duties, and degree requirements for the role.
H-1B and TN: Beneficiary Qualifications Letters
Our Beneficiary Qualifications Letters evaluate whether a beneficiary’s academic background and/or professional experience meet the qualifications required for the H-1B or TN petition.
H-1B Beneficiary Qualifications Letter: This letter analyzes the beneficiary’s qualifications based on academic credentials alone or through a combination of academics and experience (in the latter case, applying the same 3:1 rule and progressive responsibility determination used in Experience Expert Letters). This type of evaluation is typically prepared in response to a Beneficiary Qualifications challenge on a Request for Evidence (RFE).
TN Beneficiary Qualification Letter: This letter determines whether the beneficiary qualifies for the position under the selected USMCA category, using academics and/or experience depending on the means of qualifying provided for by the selected category. (Note: when not focusing solely on academics, these letters consider academics and experience separately in order to comply with the requirements for TN cases, rather than combining them towards a new equivalency such as would be done using an Experience Expert Letter.)
Each letter is written by an independent expert who reviews the beneficiary’s background and credentials in relation to the position’s stated requirements, referencing the relevant criteria as appropriate.
To prepare a Beneficiary Qualifications Letter, we require the following documentation:
A support letter or candidate summary detailing the position title, required qualifications, and the candidate’s education and experience.
An employment summary detailing the position’s title, individual and managerial responsibilities, and the requirements for obtaining the position.
All academic records, including university transcripts (academic history/marksheets), degree certificates, and certified translations if the documents are not in English.

H-1B and TN: Integrated Report
These letters combine the arguments of a Position Evaluation and Beneficiary Qualifications Letter into a single, comprehensive report for RFE responses.
H-1B Integrated Report: Argues that the position qualifies as a specialty occupation, and that the beneficiary is qualified to perform the duties of the position.
TN Integrated Report: Argues that the position is appropriately categorized under the selected USMCA category, and that the beneficiary is qualified to work in that category.
To prepare an Integrated Report, we require the following documentation:
A support letter from the employer that includes a detailed job description outlining day-to-day duties and responsibilities.
All academic records, including degree certificates and university transcripts (academic history/marksheets), with certified English translations if applicable.
Employment verification letters from previous employers or a detailed résumé that outlines relevant employment history, including employer names, dates of employment, and primary responsibilities — if experience will be used to qualify the candidate.
PERM Letters
Park provides a range of customized letters in support of PERM audit and RFE responses. These letters include:
PERM Business Necessity Letter: This letter argues that the degree and experience requirements listed in the labor certification application are appropriate to the position.
PERM Qualifications Letter: This letter confirms that the candidate meets the academic and experience requirements set by the employer for the PERM position. This letter is typically prepared in response to an RFE
PERM Applicant Disqualifications Report: This letter demonstrates the lack of qualifications for US applicants to the PERM position.
50/50 Letter: This letter compares and contrasts the PERM position with a candidate’s prior work history, determining whether the two roles are more or less than 50% similar.
Other Customized Expert Opinion Letters (O-1, EB-1, EB-2 NIW, L-1A, L-1B)
At Park, our experts maintain wide-ranging competency in developing in-depth analyses in support of our clients’ petitions. These include:
NIW Letter: This letter provides an in-depth analysis of national importance and the strength of a candidate’s background in support of the Dhanasar criteria for an EB-2
Extraordinary Ability Letters: Used for both EB-1’s and O-1’s, this letter provides a detailed discussion of each of the extraordinary ability criteria at issue in a case (“original contributions to the field,” “employment in a critical capacity,” etc.) This may also be used to address Phase 2 Khazarian arguments and to accompany filings where an advisory opinion cannot be obtained.
Managerial Capacity Letter: This letter addresses both the US and abroad positions as being managerial in nature, and is used in both L-1A and EB-1C cases.
Specialized Knowledge Letter: This letter provides a detailed discussion of specialized knowledge — its application in the US role and the beneficiary’s experience with it gained in the abroad position — for L-1B petitions.

Application Notes
1. For ‘individual’ clients without a corporate account, payment in full will be required prior to completing any case. You will receive a link to pay online after the case has been initiated.
